It wanted to preserve the mark of active participation during the Second World War. It is awarded to all French and foreign combatants belonging to a nation at war against the Axis countries.

The Provisional Government of the French Republic (GPRF) is the name given to the French Committee for National Liberation (CFLN) led by General de Gaulle since June 1944 and in anticipation of the Allied landings. Recognized by the United States, little by little, the Provisional Government of the French Republic saw its authority extend to the liberated regions. This government was installed in Paris on August 31, 1944 and was reorganized in September to allow the entry of personalities from the internal resistance.
