正面的说明书 Au centre, le haut d’un caducée qui se transforme en ancre marine. De chaque coté, deux blasons : celui de gauche, blason de Normandie, représente deux lions ; celui de droite, blason de la ville de Rouen, représente un agneau pascal auréolé, tenant une bannerette à la croix d’or, le tout surmonté de trois fleurs de lys. Sous les blasons : une branche de laurier à gauche et une branche de chêne à droite. En haut de la tête du caducée, le nom de la ville : ROUEN. Sous l’ancre, à droite, le nom du graveur : J. BORY..

At the end of the war of 14-18, there is no more money. Cities and Chambers of Commerce which already had the right to issue banknotes, in particular in the occupied zone, will have the possibility of circulating emergency banknotes which help monetary circulation. This type of official coin responds to the same request. It does not bear the words REPUBLIQUE FRANÇAISE or LIBERTE EGALITE FRATERNITE, but "CHAMBRES DE COMMERCE" followed by the name of the town or region. Despite the will of the authorities, these coins could never be minted in silver, the majority being in aluminum.
