Prédisposé à l'étude de l'art par son père le peintre Ceria, et formé à l'École des beaux-arts dans l'atelier de Lucien Simon, Jacques Despeirre fut un proche de Villon, Gromaire et Dufresne. Le travail de Despierre est prolixe et varié, semblable à un homme de la Renaissance qui maîtrise toutes les techniques. Il pratiqua la gravure et la lithographie pour illustrer les grands auteurs, la fresque et la mosaïque, la tapisserie avec le Mobilier national, le vitrail, la médaille.

The Fifth Republic, whose constitution was approved by referendum on September 28, 1958 by more than 79% of French people, only officially began with the installation of General de Gaulle as president on January 8, 1959.
