Cette peinture a pour sujet la première fête nationale autorisée depuis la défaite de Napoléon III en 1871 et la reprise du pouvoir par les conservateurs. Célébrant l'Exposition Universelle de 1878, elle annonce aussi l’avènement de la IIIe République proclamée en France quelques mois plus tard. Les chroniqueurs ont relevé l’enthousiasme de cette journée du dimanche 30 juin où le drapeau tricolore triomphe dans les rues de Paris. Selon les Goncourt, même les corbillards emportant leurs morts au cimetière étaient pavoisés.
La rue est montrée, prise d’assaut par le peuple de Paris en liesse, en une vue plongeante, avec une forte perspective, le triangle sombre de la foule montant vers le triangle inversé du ciel. Posés d'une touche rapide, en flammèches de couleurs pures, les drapeaux flottent, claquent, se tordent et deviennent maîtres de l'espace. Dans ce milieu léger et instable, une banderole cache un «VIVE LA FRANCE» et un drapeau, «VIVE LA REP[ublique]». On peut rappeler ici le mot du critique sur les impressionnistes (1876) : «… Ils prennent des toiles, de la couleur et des brosses, jettent au hasard quelques tons et risquent le tout» (1). Le succès de l’œuvre suivit celui de la fête : «musicale», elle fut achetée le 1er août par le compositeur Emmanuel Chabrier puis, après sa mort (1896), acquise par François Depeaux, donateur de la collection impressionniste du musée de Rouen.
