La Conférence sur la sécurité et la coopération en Europe (CSCE) est une instance multilatérale de dialogue et de négociation entre les blocs de l’Est et de l’Ouest durant la guerre froide, entre 1973 et 1994. Les discussions de la conférence initiale débutent le 3 juillet 1973 et s'achèvent par la signature de l'Acte final d'Helsinki le 1er août 1975.(c.f. Wikipédia).
