He succeeded Clement VIII after being appointed by the latter as apostolic legate in Paris, where he helped to reconcile the Huguenot Henry IV of France with the Catholic Church. Reconciling the interests of the papacy and the Medici house, he ratified the abjuration of Henry IV, obtained the publication of the decrees of the Council of Trent by the parliaments and the return of the expelled Jesuits, and encouraged—perhaps without the Pope's knowledge—the plan for Henry IV to marry Marie de Medici, of whom he was a distant cousin.
